From the Now Removed Clint Eastwood repeat.

Just under the Fark logo is a bar indicating the status of the mods. Periodically the mods are prompted to enter a code. If they do it correctly the bar gets larger and brighter, sober mods, incorrectly or ignored, impaired mods. A quick and easy way to see the condition of the moderators.
