Many states have citizens arrest laws if someone witnesses you committing a crime. Whether it's assault or not completely depends on what you were trying to do when she tried to put you in cuffs, and the laws in MA.

No problem with restraining someone if you are making a citizens arrest. All you need is probable cause.
