I'm sure they scan the suspicious object for radioactivity first, but what about other potential toxic chemicals/anthrax? How would they even be sure of that? Put toxin of choice in stuffed pony. Leave in street outside school. Your toxin of choice gets maximum dispersal once the bomb squad shows up and blows it all up. Those maniacs.

NOTE: When I've completed my super virus/ebola strain/anthrax spores but lack the ability to procure explosives I can cram a stuffed pony full of it, place it outside a Florida school, and get the local bomb squad to disperse it for me.

Let's see... with 6 loops of the exploding pony in 47 seconds, that gives us an average of 7.7 ppm (ponies per minute).

Somebody should get fired over this. Any news editor worth their salt would gotten at least 11 ppm, and that's even with a slo-mo shot.
