We had the same rule in high school. The difference is that cheerleaders have to wear bloomers under the skirt. Some squads call them shorties or spankies, whatever you want to call them, they're little shorts/briefs that match the uniform.
We'd even run through the hallways and pull each other's skirts up and scream "BLOOMER CHECK" and it was totally acceptable.

And we never wore garter with our uniforms. I don't know what that's about.

But feel free to believe that cheerleaders wear nothing under the skirts.

It doesn't count because they wear bloomers. I remember getting to high school and being excited when I saw the skirts on the cheerleaders flip up, but then being very let down by the baggy swatch of navy blue and gold fabric that hid any kind of vaginal display.

Ours were GBs (for "green buns"--green dance trunks). I think we had a green and white garter that got passed around as a spirit award, but wasn't actually worn.
