If he was asked to do it to actually honor the troops, which is part of what Beck said his rally was about, Colbert would do it.

He shouldn't use the Lincoln Memorial, though. Maybe the Theodore Roosevelt Memorial and Island or something sillier like the steps of the United States Mint.

He won't do it, because it's a no-win situation for him. If he doesn't get demonstrably more people than Beck did, it's a talking point for Beck to use from here until eternity. If he does get demonstrably more people than Beck, it's proof of the liberal media controlling everything and reason for Beck's supporters to fight harder to reclaim America.

To be fair, I've known one or two people who have been interviewed by him on the show and thus got to talk to Stephen the person (not character) before and after. The impression appears to be is he does half the stuff he does just for the fun of it.

I think he should do it because it could be fun, but I don't think he'd come close. Beck had massive organization on his side. Just Google "restoring honor bus" and you'll see tea parties and whatnot putting together rides.

I'd love for him to do it and I'd try my best to get down there.

Glen Beck's rally was one of the biggest (semi-)political gatherings in recent history, like it or not. The attendance was estimated to be a few hundred thousand shy of the crowd in attendance for Obama's inauguration, which was 1.8 million.

How many people watch Colbert's show on a nightly basis? Would they all have to come to DC for it to be as big a crowd? It'd be embarrassing if Colbert had a rally and it paled in comparison to Beck.
