Apologies to you and your wonderful state, it was California (however when an article lists a city but not state, it usually implies the city is in that state), but that was not the case. We were wrong. Towtimes.com (who knew there is an online magazine dedicated for tow truck drivers?) clarified it.

Police in Oxnard say a tow truck driver has been arrested for hitting a mom and her two young children in a stroller as they crossed the street, and then dragging the kids under the truck for about a quarter of a mile.

Latimer says the driver was arrested on suspicion of driving under the influence of drugs.

The tow truck driver facing felony charges of driving under the influence when he ran down a mother and her two small children in an Oxnard crosswalk Tuesday was on parole for making terrorist threats. The prosecutor who handled that case says the terrorist threats had to do with a shoplifting incident at a Von's in Oxnard in 2008. Deputy DA Erin Meister tells KVTA News that 45-year-old Mehran Khamseh of Santa Barbara was convicted by a jury of the felony charge of making terrorist threats against a store employee who had followed Khamseh out of the store after seeing him shoplift some merchandise. Khamseh turned on the employee, claimed he had a gun, and then threatened the employee. The employee immediately tackled Khamseh and held him for police. No gun was found. The term terrorist threat has since been changed to criminal threat. The incident, plus a prior conviction of petty theft, was enough to get Khamseh a 2 year state prison sentence, although he served less than that because of time already spent in jail and good time-work time credits both locally and in state prison. Khamseh was on parole for that incident when he ran down the mother and children in that crosswalk Tuesday. Oxnard Police say he was also under the influence of drugs. He remains in jail on no bail because of the parole hold and because he is considered an illegal immigrant. He will be in court Thursday afternoon to be arraigned in connection with Tuesday's incident. Meanwhile the two children, a 1-year-old boy and a 3-year-old girl were transferred to Cedars Sinai Hospital in Los Angeles in critical condition after being dragged under Khamseh's tow truck for a quarter mile. Their mother, 19-year-old Alma Lopez of Oxnard, was recovering at VCMC from moderate injuries.

I think not. There might be one or two people on here that think they can drive better stoned, but most recognize that drugged driving is every bit as dangerous as drunk driving.

To say hispanic girls lead the pack on having several children at a young age would be stereotyping and possibly racist, so I won't.
One of my neighbors has 2 kids at 18, another has 4 at 22.

Saying that California (33k girls from age 15-17) has more than Florida (14.5k from age 15-17) does not take into account state population differences.

California shows 800k teens age 15-17, Florida shows 350k. So just some rounded math ~4.1% of Californian girls age 15-17 are/have had pregnancy. Believe it or not, Florida has nearly the same percentage.

Logic is hard!

You know, driving while blindfolded is also highly dangerous. Clearly, according to people like Triaxis, we must outlaw blindfolds!

How about swinging a baseball bat? If I do that out of a car's window I might hurt someone severely. Therefore, since that action, in concert with driving, can be harmful, it must be made illegal.

Right? I mean people like Triaxis and Dixie_Wrecked must think that's a logical idea, otherwise that would not only make them stupid, but stupid and internally inconsistent.

Or the driver needs to learn how to not do drugs and drive, so that he is better able to see people in a crosswalk when he is turning left.

Better yet, he needs to be deported.
