The article headline makes it sound as though this is about the staff watching. To which I would have countered that prisoners probably do not have much expectation of privacy.

But reading the article I realized they actually seem to be objecting to the fact the staff did nothing to prevent this "encounter" given one of the inmates "may be" HIV positive. "May be"? Is that just cause for missing out on some quality voyeurism?
