If you think frustrating Obama's governing agenda is something that deserves blame, then the only people you really have to blame are the Congresscritters, both Republicans and moderate-centrist Democrats. On a deeper level, Obama probably confused his personal popularity with support for his legislative proposals. There are a lot of things which he could have pursued which would have been more popular- or at least easier to sell- than the ugly messes coming out of Congress.
