They honestly just seem to charge however many counts for however many years they damn well please. I remember one case where a guy had over a hundred counts of child porn and well under 100 year sentence, so apparently you get a bulk rate of jail time for child porn.

Not an expert, but I think they isolate a few of the worst images that are absolutely positively 1000% child porn (there are gray areas in the law) and that 6 is a number that the prosecutors think will result in a fair punishment.

The crime is for possession, not viewing. Also, you may be surprised to learn that many crimes depend heavily on intent.

penalties vary greatly from state to state - I think. I know a couple of states 6 counts will effectively put you away for life. More charges would mean more work for the prosecutor and courts so just charge him enough that you can lock him away forever. If need be you can always come back and try again 994 more times.
