But these days, San Diego police who patrol Ocean Beach begin their mornings by rousing sleepers from the doorways of businesses.

"If someone is blocking the sidewalk, we like to talk to them," said Sgt. Jack Knish as a colleague talked to a young couple sprawled in front of a Starbucks. "Yesterday, we had someone licking the window with their tongue."

After a polite discussion, the couple moved on to the parking lot next to the beach.


This description reminds me of working security at an anime convention. But the bums probably wash more regularly.

The intentional homeless.

Basically, people who decide to go on walkabout but decide that doing odd jobs to support themselves while doing it is beneath them.

Had a conversation about this with a neighbor who didn't understand why I give money to some of the local homeless and tell others to go fark themselves. There are reasons to be homeless -- bad luck, running out of money in old age, unexpected home-related issues... "I'm young, and packing across the US/living on the beach/singing for my supper seems like a cool idea" is not really among them. Learn to split wood or wash dishes or sweep the street or something.

In my town we call them "gutter punks." They are often from middle class backgrounds and serve only to annoy the piss out of everyone else. I'm a liberal guy with sympathy for the homeless...but not this particular subset of them.

A favorite tactic is dogs. They often have a mangy pooch with them because cops hate arresting people with dogs (they are required to call and wait for the ASPCA or whomever).

Anyone familiar with the lower French Quarter / Fauborg Marigny knows exactly what I'm talking about.

I'm not seeing your point. They're still a nuisance, whether or not they are the biggest nuisance around. Those other things/people you mentioned are just negative examples of a system that allows us to live the quality of life we have. By having the power to run the system from their own angle, they also have the chance to fark it up. It doesn't mean that you don't completely survive off the system.

Bums aren't outside of Capitalism. Far from it. They are the very leeches who are the most supported by it. A hard worker or smart human will undoubtedly do well under almost any system. A lazy asshole who begs for money is truly reliant on the capitalist machine. One would assume they are just too naive to understand that, or too lazy to care.
