having worked in a prison psych unit, i can tell you that most of the time "mental health" is not high on the corrections priority list. given that 6 of 10 gen pop could likley be diagnosed with a verifiable mental health disorder (either preexisting or exacerbated by prison life), there's just not enough resources. plus, there's the prisoner dynamics. sometimes a prisoner will just shiv someone for the secondary gain of getting into adminstrative custody (i.e., wants a change of scenery, doesn't like the yard, might be victimized himself...).
