I have infinitely more respect for the legal system than does that recidivist thug Simpson. If anyone "shiat all over the justice system", it was him. A serial killer can be an impulse killer, doesn't require premeditation, need not be organized, and doesn't need to cover his tracks.

All he has to do is kill people repeatedly, with a cooling-off period in between. All that other stuff is just commonly associated with the practice, but with an inverted view of the causality.

If a person is disorganized, and doesn't cover up his tracks, he generally won't rack up much of a body count. Check out Angel Resendiz, though. He was sloppy, opportunistic, disorganized, and never did much to hide his victims.

They can't get him on extortion unless he demanded money from someone for information with the threats. If he gives them info he can claim the info was given to him by a second party and the info is hearsay info.They have no evidence to convict him in the Holloway case so it's all hearsay.
