Allen, 41, and Timothy Smith, 39, are charged with third-degree unlawful disposal of solid waste for disposing waste in excess of 10 cubic yards of solids or 250 gallons of liquids at a site not authorized by the New Jersey Department of Environmental Protection.

So the better strategy would have been to not dump all 18 barrels in one place. If you only put 5 50-gal barrels apiece in 4 sites, it wouldn't violate this law.
