Why do I doubt that they're going to implement this anywhere outside of California?

They do this in every State. They regularly throw whole 5-gallon pails of paint in the dumpsters to be taken to a landfill. The local store has been cited for throwing full tanks of propane into the garbage (due to shipping damage, AKA blemishes), and a lot of the local waste goes to a giant incinerator out in the county. So far, the county has been lucky this hasn't made a big kaboom yet.

This lawsuit is only the first of dozens of similar ones around the country.

This is one of the reasons I dislike Wal-Mart. Not the people who shop there. The people who love Wal-Mart are just average people. Yes, the average person has no concept of how they look to others, and if they can't see the damage it does to others (for example, sweatshops in India or China where kids have to work), they don't care. Plus, everyone is weird in there own way, myself included. They are just obvious. :)
