Call the Asian Automobile Association. I think I have an idea how they can use all those unemployed elephants the logging industry no longer needs.

They can provide roadside assistance to motorists and help mow and fertilize the medians and margins.

I doubt that it's in gear if the guy is trying to push it.

I've push-started a car by myself before...keep the ignition on, gearshift in neutral, push until you get some momentum, hop inside and land on the clutch, jam it into second and pop the clutch. VROOM!
