As bad as the company who makes these things is -- any parent who would buy one of these is worse.

There's been more than a few threads in the past shrieking "OMG, bikinis for toddlers" -- my reaction in those has been "Look, if you see a little kid in a bikini and have the same thoughts you'd have if you saw Kim Kardashian or Jessica Biel in a bikini, the problem is YOU, dude."

It probably started as a simple two piece without padding. The color and fabric are what a small child would wear. Somewhere down the line, someone experimented to see what the inserts would look like and they were adapted as an extension of the line.
