The Army secretary said on Wednesday he would not discharge gay personnel who admitted their sexual orientation to him, despite the "don't ask, don't tell" stance that remains official military policy.

So the Army Secretary is going to violate federal law??? This is a law passed by congress, signed by President Clinton. So, shouldn't congress pass a bill repealing the law and have Obama sign it into law? We are a nation of laws after all.

A failure to enforce is not the same as an explicit violation. Furthermore, congress and the administration have sought an in-depth study on the actual feasibility of the DADT policy and its impacts on recruiting/retention/performance.

So it seems the Secretary is facilitating that study.
