This is the "Senate bill" they're voting on. But all revenue bills have to originate in the House. So what the Senate did is to take a random irrelevant revenue bill the House passed (amending the first-time homebuyers' tax credit for the armed forces), strip out all its text and replace it with the entire health care bill.
