You and your link still seem to beg the question. Did she actually provide any funds to terrorists or engage in concrete acts such as buying bombs for an assassination?

There was an overt act, she moved to England in furtherance of the conspiracy. That alone is enough. Why would the police wait until she gets even closer to accomplishing her objective? Besides, you don't need much to kill a person, certainly not bombs. Theo Van Gogh (new window) was killed in a knife attack.
