I'm not sure I understand what's being said here. How does the term "infection rate" apply to medical studies? Are we talking about the total number of people infected? As in, 48 percent of black women actually have herpes? Or are we talking about the overall percentage at which infection occurs, as in 48 percent of black women who are somehow exposed to herpes contract it because of unsafe practices, etc.? I know that a lot of people have herpes, but those numbers just seem impossibly high. If 16 percent of the population is actually infected with something, wouldn't it be spreading even faster?

I think it means that "of the X people who contracted herpes this year 48% of them were Black women, (48+X)% were women in general and [(48+X)/2]% were men in general.

I would hope they weren't taking uninfected black women and exposing them to herpes under controlled conditions to measure what percentage of them ended up contracting the disease, but after Tuskegee, I just can't be certain of that.
