I don't understand how this would help. Sure, if they're camping out in doorways, blocking businesses and subway entrances... but otherwise, leave the dirty hippies alone. They're colorful and usually sell good drugs.

Offenders would be warned after a first offense, and subsequent violations could bring fines and misdemeanor convictions.

Because these people are known for having reliable ID and are quick to pay fines because of their GREAT respect for the law and the uniformed monkeys that enforce it.

It is a generally accepting place, but it's gotten out of hand. Like anything else, people begin to take advantage of their rights quickly, and when unchecked for minor infractions they go nuts. These homeless guys, in some parts of the city are so brazen about their drug addiction and lack of respect for co-existence that this has finally become necessary.

/Been in SF for 5 years, there still isn't much better of a place

The panhandlers can be aggressive there. Like follow you down the block yelling obscenities aggressive. It was a culture shock for me, many moons ago, visiting SF for the first time.

We can't bust heads like we used to. But we have our ways. One trick is to tell stories that don't go anywhere. Like the time I caught the ferry to Shelbyville. I needed a new heel for m'shoe. So I decided to go to Morganville, which is what they called Shelbyville in those days. So I tied an onion to my belt. Which was the style at the time. Now, to take the ferry cost a nickel, and in those days, nickels had pictures of bumblebees on 'em. Gimme five bees for a quarter, you'd say. Now where was I... oh yeah. The important thing was that I had an onion tied to my belt, which was the style at the time. You couldn't get white onions, because of the war. The only thing you could get was those big yellow ones...

The law must be to make sure homeless people get enough exercise (no sitting or lying) on their high-calorie diets. It's not really the hippies that are aggressively pushing for handouts, and most of them at least pretend to be selling something.

Move here before you judge. It has gotten pretty bad. Homeless people in the Haight vandalizing people's property when asked to move, assaulting citizens of the neighborhoods, etc. Tolerance has become, well, unsafe. If you know San Francisco, we'd never stand for the cops pushing people around unnecessarily.

Most of the homeless aren't too aggressive, but Haight street has the "street kids" that are annoying. They have their dogs and talk shiat to people all day long. I fully support kicking them out so they will have to go home to their parents in Marin.

I loved San Francisco when I lived there but I would generally avoid the Union Square and Haight Ashbury area because of the loitering bums and tourist, if they got rid of one of the two I think it would be more bearable and I'm thinking the tourist aren't going anywhere sooo....

The people this is targeting are not the hippies that lie around. They are targeting the punk 20-somethings that block your path and try to shake you down for cash, demanding you give it to them because you are 'rich' (regardless of how much money you actually have).

Apparently, getting them for harassment isn't possible. Assuming it isn't, this is a good law. I live less than a mile from ground zero for this problem, and it's annoying for me to walk through there at night (at 6'3") and down right scary for many people. As this law was proposed by a coalition of businesses and residents, it must be affecting the incoming money supply too.

The Wallgreen's in SF on the corner of New Montgomery and Mission is a minefield of hairy stinkbombs. There are no less than 4 ANGRY panhandlers, one of which you KNOW has a home due to his nice clothes and the fact that he doesn't smell like dirty diapers and cat foot, that all spit and scream when you go into the drug store and then have the gall to NOT give them something on your way out.

This law will make them parking their asses outside places like this illegal, that's it. They can still be dicks and get away with it.

Yea, it was their St. Patrick's parade...they raised fines over 200% for that day and had a "zero tolerance" policy. Not being from there, I was unaware. I'm going to court, but reading up on it, apparently there's not much I can do unless I want it to actually go to trial over an open container ticket.

The point isn't to get rid of all the hippies. The tie-dye wearing Phish fans aren't the problem, nor are they the target of this law. The problem people are the tweekers and aggressive gutter punks with feral dogs. The pot-smokers and bead-sellers are part of the scenery and actually attract more tourists to the area. If they are in the way, or loitering too long in front of a store, most of the time they'll peacefully go on their way. But with the gutter punks, they're more likely to get confrontational.

SOOOOO glad I work on the other side of Market. I rarely venture SOMA, if ever. And if I have to, it's in a pack of people.

Unfortunately, I smoke, and therefore am inundated with the constant barrage of "hey, got a spare one of those?"

I was in SF at a conference recently. The hippies weren't too bad and didn't bug me. One was sitting on top of a newspaper vend indian style with a "Will work for weed" sign. The only thing that grossed me out was these 3 homeless guys and one homeless girl sitting to the left of a business doorway getting blitzed on wine. They had all been pissing their pants while sitting down and it was running across the sidewalk and into the street. You couldn't avoid it because there was so much. And they were yelling at everyone that went by calling us MUFAHS and demanding money.

Also, as a resident of the Upper Haight, I wouldn't mind a bit of a culling of 18 year-old "Hippies" (there hasn't been a hippie on Haight St. since the early 70's. They're now warmly referred to as "Gutter-twats) here. It would do a lot to cut down on the stink and idiot.

The saddest fact is that hardly any of these people live in San Francisco. They BART in from surrounding areas.
And NONE of the homeless people I've talked to are from here. They show up because it's california, the weather won't kill them, there are plenty of "marks", and the welfare is the best around.
I'm not a hater, but after 20 years here I really don't want to see it get any worse.
