It took you far more time to post this than it would have to read the exceptionally-brief article, plus you would have the added bonus of not asking a question that was not only answered but pretty much the main thesis of the article anyway. Just sayin'.

Neither did I, but I did just see on Facebook a former student of mine in a group that was designed to raise awareness/perhaps protest the fact that 40,000+ NYC residents are counted in upstate prisons, thus skewing the congressional districts.

They can suck it. The rules are, you're counted where your address is on April 1.

Seems about right... Since I lived in Indiana when I joined the military in 1992, I remain an Indiana full-year resident/taxpayer until I retire.

Awesome state... Sometimes I'm not even ashamed to be a Hoosier.

There is a spot on the census form to indicate if a person listed is staying in jail or prison. I would take that to mean that they want people to include people who would live at a given address if it weren't for their incarceration...

Why would somebody actually want to live in Gary? I have never driven through there and been anything but depressed by the time I leave. Hell, I'd sooner live in Juarez, Mexico than that craphole.

Gary is unlikely to have so many incarcerated ex-residents that this will give them a massive boost. However, it is likely to generate a massive cut in the official population numbers for cities competing for the same pool of funds which are hosting prisons. Under the current system, they generate revenue by running the prison, and they get more than their fair share of government funds by inflating their population numbers.

Yeah, I'm torn on this, on one hand the prison city does have the people there and the burden they bring, so why should their 'home' city get the count?
On the other hand, this would seem like a good way to inflate numbers for the host city.

As a Hoosier I can safely say we would be happy to give Gary to Illinois.

Any story you have heard about what a hell hole Gary is does not do it justice. Double your estimate and then you are about half way there.

Gang members from Gary, Hammond and Chicago come to Indianapolis for a second chance at life, and always blow it. Gangs in California call Indy "Little LA" because it's perfect for gang activity, being a central hub in order to run drugs from Chicago to the East coast. It's "uncharted" territory.

Indy keeps becoming a bigger shiathole, year after year. The crime rate per pop is worse than NYC.

My dad used to own a shop in Gary. I used to go with him when I was a kid.

That place was messed up. Even from my 12 yr old eyes, I could tell something was seriously wrong with that place. That picture pretty much tells how Gary looks like. It's a ghost-town during the day and a frightening city at night.

I remember stopping for gas in Gary once and nearly died hopping my car over all the cracked pavement and potholes on the OFF RAMP. Not a good first impression.

I figure that if there's a city that's going to host a prison, then they can have the census benefits.

Obviously, nobody "wants" the prison in their back yard; so the people that actually have it in their back yard should get something more for it. As mentioned above:

If you want credit for prisoners living in your city, build a prison.

I generally agree with you, but prison has become a big business. And some communities actually do seek out getting a prison because of the prospect of jobs for the area. What I'm not sure on is how many 'bad things' a prison brings with it. For the most part the people in prison do not interact with the community at large. You do get relatives visiting but how bad can that really get?
