You have to forgive him about the sand, it goes back to his childhood in a poor family. When there was no meat, his family ate fowl and when there was no fowl, they ate crawdad and when there was no crawdad to be found, they ate sand.

It wouldn't bother me in the slightest if one of my neighbors did this.. If anything it would probably entertain me.

He owns the home. He doesn't seem to be breaking any laws. Leave him alone. That neighbor needs to shut her pie hole. Its not against the law to be different.

While I wouldnt exactly want to be his neighbor its one of those what are you going to do about it situations. Its his property and he can do with it what he wants. As for the claim that it is unsafe, I dont see it. Its ugly, but not especially unsafe. Plus, if it were unsafe, the only person at risk would be the person on the property. Presumably, only him. Unless somebody is trespassing, in which case screw em if they get hurt. The deck thing surprised me more than a bit. What the hell say does the city have in whether or not he puts in a deck?

There are plenty of regulations on decks, such as percentage of lot that can be built on, proximity to property lines, the underground facilities as mentioned.. structural safety (may be used to deliver packages and mail, etc). Just pull a permit. The city probably won't even show up for the inspections. That was my experience anyway. Called the inspector three days in a row before telling him I was going to seed the damaged area and lock the gate the next day; still no show. Maybe because I was a builder and it was my own home he figured I would be doing it right (?). Still, I paid for that damn inspection. And you work for me!

I figure this guy is either crazy or (more likely) crazy like a fox. Either way here's my interpretation of the events:

Dude's deck was built w-o a permit. Someone ratted him out. He has to resolve that with the town thru whatever process that is. It isn't stated but it's there between the lines (as I read it anyway) that these people nitpick him for lots of things. He decided that he would annoy the shiat out of the neighbors in retaliation. Apparently some of the things he's done are against the ordinances, thus the fines, jail time, etc, but many are not. Since he's willing to go to jail and pay fines and he's crazy (clinically or just acting it makes no difference) his neighbors need to get their panties out of a bunch, leave him alone and he'll settle down. The more you squawk about it, the more you give him what he wants: attention and reason to continue his antics.

FTA: A homeowner has strung up women's underwear and built mountains of sand in the back and neighbors are desperate for help.

Help? Help from what? It's an eyesore? Guess what? ITS HIS HOUSE. People need to live and let live.

to all the farkers spouting off about how they wouldn't care if he was their neighbor doing this, blah, blah, blah...

...try being his neighbor in memphis when one of his homes was basically an unlicensed night club with every freak and their sister dropping by all day long, 24x7? imagine trying to sell your home while that was next door? i'm not talking about a few people. i'm talking about hundreds. and the trash...everywhere. city could basically do nothing. they'd shut him down and he'd just spin it up at another not-so-cheap house.

a lot of memphis people seem to think it's some kind of awesome but it's really just sad.

he has a lot of money, a lot of people taking advantage of him, and a lot of really, really bad ideas.
