Uh, no, not necessarily, smug person. Sharia law in the UAE. I believe they do allow women to drive, but under the accusation in question she could have been arrested at any moment, in any place outside the embassy. She probably didn't think she could get TO the embassy in the first place.

The UAE is quite liberal compared to most of its neighbors, but not compared to, say, Wales, where she was from. A foreign woman in the UAE has little guarantee of being able to go anywhere if the police decide she's violated the law.
