Buffets, salad bars, any situation in which you have available food in an "open" environment, should have the same requirements, if the regulation's there to ensure that food isn't tampered with by unknown parties.

Carts should be designed to reasonably ensure that they can be "closed" as needed. Lockable hood or ports, an alarm, or something similar - yet every cart I've looked at (at least, from manufacturer web sites) have none of these features.

Do you sincerely believe it should be the responsibility of the moderators to remove silly comments (of any type) from fark? If that's the case, most of the comments on Fark would be removed. It's a fundamental principle of the food service industry that you have to ensure what you sell is fit for human consumption. If the food preparation area is left unsecured for any amount of time, there's no way that guarantee can be made.
