1 license for a sterilized dog is $15. How many visits and letters does it take to get someone to pay that $15.

Even if they get the odd $100 fee every now and then how much profit are they actually making? I'd guess not all that much if any.

These unlicensed dog people don't have the money, or they'll just let you take the dog, then get another one.

Force them to pay? Yeah, how? Threatening jail? What jails have room for dog license scofflaws? Take them to court? What courts have room for crap cases like this? What happens with thousands of people suddenly let their dogs go into the streets before they can get ticketed?

Given that around here you can slice the air and sell it by the pound, don't you think it SHOULD be taxed? And in re oxygen, hey, I'd pay for a few whiffs of the pure stuff. I'm surprised the drug dealers haven't already thought of that.

I'm not surprised that they're nickel-and-dime-ing people to death right now in California. I moved from there to Florida about two years ago. Changed my address with the USPS, got a FL driver's license, new title & registration for my car, etc.--all the stuff you're supposed to do when you move from one state to another. Well, eight months after moving I got a notice from the California DMV that my car registration was overdue. I ignored it, stupidly thinking that someone at the CA DMV would notice that the notification was going to an address on the other side of the country. Two months later and I got a strongly-worded letter from the CA DMV that the charges were now DOUBLED and I'd better register my vehicle pronto or I was facing a bench warrant. I called the DMV to explain that I no longer lived in CA and my car was registered in FL, but the agent gave me some bullshiat about not getting the FL registration before the CA registration ran out, so I still owed CA the money to register my car (completely untrue, BTW, since FL requires you to register your car within 30 days of becoming a FL resident and I had a good 3 weeks before my CA registration ran out when I registered my car in FL). So I sent them a copy of FL registration and I haven't heard from them since.

/Yes, they're even trying to squeeze money out of ex-residents

Meh, what major city doesn't have a rule requiring licensing of dogs and cats?

$15 for a neutered/spayed dog is cheap. Even with all of the registrations, I doubt the city of LA breaks even after accounting for the cost of sending cops to deal with barking dogs and extra park maintenance needed for all of the dog crap that never gets picked up by owners.

My council wants you to register cats. If your cat has done obedience training, you apparently get a discount from the exhorbitant rate that they charge. What do you get for this? SFU. The money goes into general revenue, a large portion of which goes into supporting festivals which I have no interest in and don't attend, such as the St Kilda Midsummer Gay Pride March.

Somehow the council are surprised that only 20 per cent of dogs and 6 per cent of cats are registered...

LA County requires that you license your cat.

I was sued by the county because I have service dogs. They insisted that only seeing-eye or police dogs are service dogs. Never mind that Federal Law says NO, Seizure, Hearing, Assistance, and many other kinds, are all Service Dogs. After 6 months of harassment by them, we finally went to court. When the DA refused to prosecute, they dropped the charges.

Kicker? The County licensed the dogs, and THEN took me to court.

I hope you're advocating shooting the neighbor and not the dog.

The guy sounds like a jackass. There's no way your dog craps in someone else's yard and you don't know about it. I think you're going to end up having issues with this neighbor anyway. You may as well just pick up the dog crap and throw at him the next time he walks by and then maybe smack him with a folding chair WWE style.

You've hit gold here! Tell the illegals that they can keep the money if they find an unlicensed dog and can get the owner to license it. Fire the 8 people who work in dog licensing and pocket that savings.

Just a question: how much do dogs/cats cost the city annually (though cleanup, damages, animal shelters, etc)? I doubt these expenses are insignificant enough to just ignore.

If the revenue went towards dealing with those issues (which it sounds like, since they charge more for unsterilized dogs), I don't see a problem with this law or their enforcement of it.

Fling the poo over to his yard. If he is not a next door neighbor then I recommend a trebuchet. I did it once to a guy that would not clean his dogs poo, never had poo from that dog in my yard again.
