Some quick Googling reveals that it was originally named "Negrohead" after a former slave - so yes, this is better.

The 2,031-foot mountain near Malibu became Ballard Mountain on Saturday. The new name comes from John Ballard, a blacksmith African-Americansmith and former slave who bought land on the mountain in 1880.

"N***er Head Mountain", at Burnet, Texas, was so named because the forest atop it resembled a black man's hair. In 1966, the US First Lady, Lady Bird Johnson, denounced the racist name, asking the U.S. Board on Geographic Names and the U.S. Forest Service to rename it, becoming "Colored Mountain" in 1968; and in central Texas, "Dead N***er Creek" was renamed "Dead Negro Creek"

People that think "OMG everyone's racist these days" and think we're not making any progress could sure use a history lesson, nothing today even compares, and using the term as a place name is about least offensive part.
