Not really. Most of the people who come in are unemployed, but there are also some that are working. Vocational Rehabilitation is rehabilitating people with disabilities to the point where they can either get a regular job or be able to keep their current jobs more securely. The services provided at a VR office is used to help the people with disabilities go around, cope with, or overcome whatever disabilities they have that are preventing them from being successful in the workplace.

The whippersnapper waiting for his meeting probably had mental health issues that needs to be addressed by a VR counselor before he could be employable.
