I guess the question has to be asked because the reporter was too stupid to tell us.

How was the tag still in place if the water was turned back on?

I'm sure there must be some kind or weird/old/irregular valve device at this location because every single shutoff for every single utility I have ever seen acrossed three continents has holes that line up and either a lock or a "tag/seal" is stuck through it. The lock or "tag/seal" would need to be broken to turn it on.

I've seen this kind of case before. The recidivism rate among water thieves is very high. Even if you park a car on top of the well pump, they will go back, jack, and do it again.

I pay 17 dollars for up to 1000 gallons, which I never use. Which is kinda irritating.

750 gallons is about 1 unit (50 gals is nominal). If my usage is under 10 units a month, 700 gallons costs me about $0.75. If I've used tons and tons of water, the most 700 gallons would cost me is $2 (but for it to cost $2/~750 gallons, I would have had to use over 90 units, or about 63000 gallons of water).

/I don't even know where my water meter is...

Usually the water is turned off at the Curb Stop, which is basically an underground 1/4 turn ball valve that is usually located between the mainline and your house. Dependind upon the applicaiton, you usually need a special wrench to turn it off and on. Normally, the valve is not lockable since the municipality allows the homeowner to use the valve if something bad goes wrong with the plumbing in the house.
