A similar trick also works with budgeting. For example, if you don't consider something like, say, war expenses as an actual part of your budget, you get to seem like a really conservative president who's in control of spending.

Amateurs. The pros do thinks like count felonies one way for a year, get a spike in crime, use that to get approved a bunch of new gear or personnel or get some laws passed, and then ... go back to defining crime the original way after some accounting changes.

Seattle pulls this all the time. One year its an abandoned building, next year its urban blight and must be torn down. Only thing that changed was vandalism was a felony for a while.

Of course the neighboring building owners insurance might take a hit, but if its one thing Seattle is good for, its passing the costs along to the property owner.

Another trick is to classify a homicide as a "death investigation" which it technically is. ("death investigation" should be used for accidental/natural causes) But its a different UCR code for statistical purposes and so doesn't count against your murder rate.

I am scared to think of what the true crime picture is. Even with fake stats it's always in the top 3 most dangerous places.

Nothing makes a 911 call more fun than the dispatcher yelling at you "Well, what do you want me to do about it?"

Has been happening in NYC for years now.


The 104th PCT by me has long been called "The retirement home." Its where they stick cops who are a few years away from finishing up their careers, and rookies out of school who graduated near the bottom of the class and cant get a good glamor PCT like midtown, FiDi, etc.


There is more than just "making the system look good" as motivation. The only way you can get a promotion into the high ranks is if you show a reduction in crime in your PCT. If you are honest and show crime as going up, or even remain steady, you will never get a top-brass position.

yep, same in NYC. They will outright REFUSE to take a report down on a crime they know they have no chance of wrapping up. And sometimes when you do, and you call the PCT a few weeks later for a copy of the paperwork, somehow there is "no record" of it in the system.


Actually, the news did a story on the 104th PCT, which i mentioned above, not too long ago. They tried calling the PCT desk phone, which should be manned 24/7 a few times. Often, nobody picked up. One attempt, they let it ring something like 100+ times before it was finally answered.
