On September 5, 2005, while serving as Coast Guard Chief of Staff, Allen was appointed deputy to Federal Emergency Management Agency Director Michael D. Brown by Homeland Security Secretary Michael Chertoff, and placed in charge of Hurricane Katrina search-and-rescue and recovery efforts. Former colleagues interviewed after the announcement praised Allen as well-suited to the task.[4]

On September 9, 2005, Allen was given full command of the Bush administration's Hurricane Katrina onsite relief efforts. Secretary of Homeland Security Michael Chertoff elevated Allen following the removal of Federal Emergency Management Agency Director Michael D. Brown from that position. Allen announced on January 25 that he would be relieved of this responsibility on January 27, 2006.[5]

I was there. At Nola and Gulfport emergency centers. And Baton Rouge. The only time I saw CG was when they were pissing their pants being shot at in NOLA and hiding behind Guardsmen.

National Guard and volunteers took control of NOLA, Coastie bureaucratic dipshiats took credit for said control.

If you have some other opinion, that's fine, you're just wrong.

Uhm, yeah, haven't been part of the DOT since 2003. We're Homeland Security these days.

United States Code 14 USC section 1 states: The Coast Guard as established 28 January 1915, shall be a military service and a branch of the armed forces of the United States at all times. The Coast Guard shall be a service in the Department of Homeland Security, except when operating as a service in the Navy.

I don't see anyone hiding behind a Guardsman here:

The military isn't constitutionally restricted from patroling the seas that surround the USA. They are restricted from occupying cities - posse comitus or whatever fancy word it's called.

The navy patrolled the hell out of the California coastline before and during WW2. The Navy shelled NYC during the Civil War draft riots. The Navy popped a cap into many a confederate ship during the same war.

We work under United States Coast 14USC89 so we can board vessels.

In the same way, the Coast Guard is badass because they have been called on to protect oil installations in the straits of Hormuz, ME. They will definitely play a big role in the coming Iran conflict, both domestically to keep their raiding parties from landing on our coastline from whatever ship they manage to get within range of dingy travel to going over there to engage in the enemy in the Persian Gulf.

As any number of people have probably pointed out by now, they are not DOT anymore, but a part of Homeland Security.
As far as policing the US waters goes, if you're referring to the Posse Comitatus act of 1878, the USCG is exempt.
The rest of what you said seems like a matter of opinion, so I'll let that speak for itself.

I see the majority of my work has been done here. Dept of Homeland Security covered (a fact which I hate, but oh well. Let's give the greatest fascist tools so far in the government their own military branch, what could go wrong?) and the majority of things the Coast Guard deals with daily has been covered. Just for the heck of it, I'ma make it a list in case Logistics and the other morons can't read sentences:

Maritime Safety(including all major lakes and waterways)
Maritime Rescue (as above)
airlift from remote regions (lot of that happens in alaska. Too many splattered on the sides of mountains trying to rescue people who got caught by storms.)
Maintenance and Operation of Waterway Navigational Aids (not so much now that lighthouses are just local color, but there's still nav buoys)
Drug Interdiction
Immigration Interdiction
(Even if you're the biggest asshole in the universe that can still be a heartbreaking job)
Weeners Waterway Ecological Disaster
Planning for and Prevention of the Above

pretty sure I'm missing a few.

oh. AND GUARDING THE FARKING COAST, farkTARDS. But no, I'm sure a round of weapons training followed by trying very hard to ignore the homo-erotic implications of polishing the flagpole for the twelfth day in a row before retiring to the barracks to rest for another day of doing nothing but spit and polish is so much more rewarding and fufilling.
