This did happen before actually, I'm trying to remember more details but am a little fuzzy. One of the brothers murdered someone, but the judge didn't convict since it would be cruel and unusual to subject the innocent twin to punishment for a crime he didn't commit.

the only other bit I can remember is that one of the twins died, and the other was so overcome with grief he just held onto his brother and passed on as well within a day. There was no reason for the second twin to die, he was perfectly healthy, it was literally the grief that killed him.

That's all I can remember. Suppose I could google...

One twin would have to catch both the victim and the twin with an element of surprise. Say a quick shove from a scenic outlook, or a carefully dropped poison. As long as the hemimurderer had control of one arm it could be fairly easy.

I would have to say yes, they could be charged with accessory, failure to report a crime, conspiracy, and depending on how much they are conjoined and if "their" arm was holding down the victim they can be charged just as much for the murder as their twin

The conjoined twin would definitely be accessory to whatever crime was committed. After all, they could stop the other one at any time. Besides, both twins would've had the same mindset at the time of the crime because their brains are special like that. Guilty, pure and simple.

Scenario: Twin A grabs a gun and shoots someone. Twin B calls the cops and testifies.

What do you do with Twin A that doesn't unfairly affect Twin B?

Who says they helped? Who says they didn't report the crime?

There are ways the conjoined twin could be innocent and even unaware of the crime, so move on to the real hard part of the question - how do you punish the guilty without punishing the innocent?
