My guess is that the guy started to run away and the phone fell off his belt clip, otherwise he would be asking for medical reimbursement as well.

Perhaps if he had stood his ground and not run away it would have become a medical reimbursement claim.

Shouldn't there be some expectation of animal handlers being able to keep their animals under control or at least know which ones can be brought into public? Nah, this guy must be an idiot and an ahole. I mean, he has a cell phone for christs sake. Probably had one of them fancy blue lights in his ear too. Ergo, he's the douche of the story.

Seems like a few hundred for a cell phone would be better than several thousand to some lawyer and insurance company, plus higher premiums in the future. The medical bills on the other hand could get into the tens of thousands of dollars very quickly unless it gets capped by the judge, and the judge is going to be there getting paid whether any cases are being tried or not!

100% this with a side of that. When something like this is happening, you either try to help (and assume any risks yourself), or get away to somewhere safe. My guess is he figured he could stand around and gawk at the situation safely, and got taken by surprise. That's on him, not the fair.
