That's janitor was a dick. Unless I walked in on someone I absolutely loathed doing something like that, I would just knock on the door (to startle them) and walk away. Chances are, that would take care of everything and they'd learn to be far more discreet in the future.

At my current job I walked in on the director and assistant director once. She was sitting, he was standing a foot in front of her grabbing some breast. I knocked when I went to their side of the building, walked down the hallway and when I entered his office...woah. They looked, I left.

Compare the likelihood of one event with the other and then figure out if they're blowing his claims out of proportion before gaining any evidence. I'm betting he was turned down for a date by the unmarried one and then made that up as revenge. People are petty, especially folks who work alone.
