Bukharin: I used Guam by way of metonymy for all our island territories - So I am equally unconcerned about the views of Guamese, Puerto Ricans, Samoans, Virgin Islanders, and, frankly, Hawaiians, at least as it relates to this. They're surrounded by oceans, and they can only get themselves into so much trouble. With all mainland politicians in jail, there wouldn't be enough islanders to make a quorum.
