This article reveals a somewhat progressive mindset of the police and media for the time and place. They didn't just blame the nearest colored person and railroad them in court.

Not a bit surprized. Those types of books were considered a "corrupting influence" (translation: they showed kids doing exciting things without adults around to stop them). Some libraries even banned Horatio Alger dime novels for the same reason.

This. Back in the day, "popular novels" were considered to be a corrupting influence similar to the way that video games and violent movies are blamed for kids going off the rails in modern times.
