In this particular case, it was one silly steward who didn't understand the railroad's health and safety policy, which did not actually forbid the sale of food if the train broke down.

Choking in an evacuation would only reasonably occur if it was a panicked OMG-WE-ARE-ALL-GOING-TO-DIE-IN-5-SECONDS! evacuation. In which case choking isn't a major concern since you're probably dead anyways.

What actual changes have taken place are entirely due to having imported American litigiousness wholesale.
