Exactly. I've hauled reels from 2 feet to 8 feet in diameter and I've seen them up to 12 feet. It also depends on what's on the reel. It can be copper cable, steel strand, PVC conduit, fiber optic cable, or several other materials. I think the worst one I hauled personally was an 8-footer of copper telephone cable that weighed around 30,0000 pounds.
