The Constitution said virtually nothing about voting rights when originally drafted, but those rights have been addressed by six subsequent Amendments (14, 15, 17, 23, 24 and 26, IIRC - Trying that from memory, so I could be wrong). Originally, only members of the House were "selected by the People," and Article I says nothing as to the qualifications of "the People" to select.
