I know a girl who was angry at a guy for damaging her car & getting away with it. So she went to his work one evening and swapped his license plates with another car (a friend's of his).
She then waited until he left work & she called & reported the car stolen, giving his car's description, but with the new plate numbers.
Hilarity did indeed ensue.

To the potential, yes, relatively trivial. In a normal person's day, taken downtown for a few hours of questioning is not trivial.
