Notice how there is no mention of allowing vendors the freedom of meeting customer needs or promoting economic activity in a bad economy. It's all about happy-feely dictates. Is it any wonder California is in the toilet?

It wasn't a drug store when it was built - it was an avant garde art gallery. So the clown was as appropriate as anything that freakish can be. The gallery failed, it went through a couple of other iterations - it's been a CVC for a few years now.
