If it was one tenth, shouldn't you only move the decimal one place and call it Type I.a?

If "a" were a number maybe. I'll have to check on wikipedia but I'm pretty sure "a" is a letter.

Hmm. Type Ia supernovae have been known about for years. Because they are caused by such a predictable mechanism they tend to have a fairly consistent spectrum and brightness, which allowed astronomers to measure and compare their redshifts to discover that the expanding universe is actually accelerating.
