This reads like parody.

A city destroyed by a nuclear weapon or made unlivable by a "dirty bomb" will reinstantiate moments later by way of Corps of Engineers/FEMA fablabs.

When it's possible to bring to bear all the power necessary to reconstruct an entire city within moments it seems safe to assume that nuclear weapons will fall somewhere close to the position currently occupied by atlatls on the dangerousness scale.
