Is there some provision for removing a Representative for diminished capacity? Like the basic psychological requirements to be determined fit to stand trial? There must be a minimum competency required. Is there a precedent for the removal of an elected Congress member that has obviously descended into some form of clinical insanity?
At what point does hyperbole become paranoid delusion - when should we start to question Bachmann's ability to separate reality from fantasy?
