He did not run them out of anywhere. A great number of former lobbyists went to work for the administration. Obama rebuked his own order limiting lobbyists less than one week after issuing it. New boss is the same as the old boss, the new boss just ignores the constitution because he does not like what it says, and the old boss just ignored parts.

But this health care reform is about helping the uninsured and lowering costs, not creating a massive federal bureaucracy chock full of new SEIU members and permanent Democratic votes.
