Lascar's correct, this is an entirely normal, if unusual occurance. I used to work in a museum that used to have a two headed calf just like the one in the article. It was born on a local farm over 70 years ago. Mutations do occur in nature from time to time, even without radiation or pollution. Most mutations result in a non-viable organism. I used to know the four basic mechanisms for genetic mutation, but I can't remember them now. Only one of them involved radiation or other outside influence.

The calf (and all "two-headed" creatures) isn't exactly one organism, it's two, a conjoined (Siamese) twin pair. There's one extant human case, the Hensel twins. (Google search "Hensel twins" if you're interested, but the main source of info is a Tripod page which would likely be farked within the hour if I'd posted a link.) The Hensel twins, assuming they are still alive, and it's a fair assumption to make, have the physical coordination necessary to run, catch, and perform two-handed tasks. So there's some direct communication going on in their body, but they have separate memories and personalities.

Cases like the "two-faced" kitten, where the body is fully joined up to and including the brain-case, or conjoined human twins who share a brain (I know of none, and this would be extremely physically awkward) are less certain to have separate identities.

But generally, "a" two-headed living creature is actually two creatures with a shared body.
