There's more to this story... The alcohol evaporates pretty quickly form that stuff, just leaving a water and PEG residue, which is not flammable. Even fresh out of the bottle, it takes open flame to ignite this stuff. I just put a blob on a Q-Tip between the poles of a home-made arc gap (about 20kV) and it wouldn't light. I had bolts contacting the blob from both sides, and passing through it with no ignition.

Nope. Static discharge from the cart. My local Sam's club just replaced all their shopping carts. The first time I used one, I got a dozen shocks as I circled the store. Damndest thing.
