We were pretty sly about it, too.

When the Germans tried to resupply the DAK in Africa, they would run convoys from Italy south across the Mediterranean. Because the Allies were "reading the mail", decrypting the Enigma messages that arranged those convoys, they knew precisely when they were being run, and intercepted them whenever possible.

Instead of just attacking them without warning, though, they would send up a "reconnaissance" plane to report on the position of the German supply convoy. That way the Germans and Italians would think the convoys were spotted by diligent aerial patrolling from the island of Malta. Never mind that the number of planes flying from Malta would never have been enough to account for all of the convoys spotted and attacked.

This was the reason that Rommel was critically short of fuel: He hadn't really outrun his supply lines, his lines were in fact being hammered by the Allies.

I feel like this guy is getting thrown to wolves. If you have to have every single decision passed up to top for approval, then the command structure quickly becomes paralyzed, and lower officers begin to refuse to take the initiative. That will only lead to defeat in Afghanistan.

It doesn't help that the general public seems to still have this idealized view of war, where civilians aren't supposed to be hurt at all because there are some words saying so on a piece of paper in Geneva. The Taliban is integrated into the population, they use human shields, they threaten and cajole villagers into supporting them, and they'll bide their time until civilian leaders hamstring their military leaders with already ridiculous ROE and needless bureaucracy. Civilians have been, and will continue to be, killed, maimed, and wounded, precisely because they are what we and the Taliban are fighting over.

Despite all of the imagery of jack booted thugs and lock step marching, the German military has had a tradition of junior officers taking the initiative and being remarkably innovative on the battlefield since WWI. The moment you start to dismantle that tradition is when your armed forces become paralyzed and useless.
