It's funny, but I understand the thought process that goes into this.

You're sitting there on your Saturday morning, and your boss wants you to find a picture relevant to drowning for a breaking story. You search the stock images you have for "drowning," and nothing comes up. You search again for "drown" and "drowned," and nothing comes up. You could scan through stock image websites, looking for the best metaphoric representation of drowning, but who cares at that point? Eventually you just grab a stock "water" photo, because all you want to do is go back to sleeping off your hangover.

Because there was a pre-internets meme that people would surface three times before they drowned. So Looney Tunes was trying to get a laugh out of that, while at the same time lessening the horror implicit in having one of their delightful anthropomorphized animals die of watery suffocation.
