Better teaching is the answer. The DC area is poor and about 65-75% black. I'm not sure it's up to white people to get the black people out of poverty. Or if it's up to black people to get themselves out of poverty. But I sure wish the poverty wasn't there.

I don't think free tests aren't going to do much. If anything, out of embarrassment, the kids may try to hide it from whoever they're with.

Well in support of this, my girl friend does social work for underprivileged girls. She just had one of her 15 year old girls call her and tell her something was "different" down there ... IE she had probably got a STD.

They'll do more than a lack of testing, since the students cannot disclose what information they do not have. Perhaps this will, with proper education, have more consider proper use of condoms. Choosing between students not knowing and students not disclosing but taking precautions, I would prefer the second.

There was only one "hot" teacher at my school, and it was out cheer leading coach/PE teacher. So luckily I didn't have anything to worry about. Now her husband on the other hand, man I had a crush on him.

Please explain that to me using all your glorious logic about costs vs benefits and incentives and how for the good of society that's better left to the private sector.

It has nothing to do with any of that. It's called "personal responsibility." People make choices. Why should I be forced at gunpoint to pay for somone else's STD test? Where does it say in the Constitution that an irresponsible person has the right to an STD test paid for with tax money forced out of the wallet of a responsible person? I don't want to be a slave to your bad choices. Get your lash off of my back, Stalinist.

Cutting funding in school districts who test poorly is backwards and self-defeating. The places that need the most help get the least, while bonus prizes are sent to already well-funded districts.

On the other hand, if you've got a culture that seems to celebrate ignorance, it makes it kind of tough. You can throw all the cash you want at the problem and nothing gets better if they continue to shiat on it.

All through my time in public school the majority of blacks were merciless about taunting the few intelligent black students who aspired to do more than to be the best baller in prison.

What happened, anyway? During the height of the civil rights movement blacks fought to go to schools, to learn, to prove they could make something of themselves despite the racism and oppression. Now this new generation thinks intelligence is considered shameful...

They have an actual Sex-Ed course in college? Was it on Friday nights from 10PM - Sunrise? I thought sex-ed ended when you were 14 and your parents had to sign a permission slip for you to watch "dirty" videos.

You can always overlook the harmless stuff...but even then I thought it was inappropriate (albeit to my good fortune) to put a 24yr old teacher in a room full of 16yr old boys. I'm not sure her being my swimming coach helped much either.

Hellz no! Penn State actually has sex education classes as well as "Sex Week" where you learn about all the different types of sex. "Sex Week" is held at University Park (the main campus) & I have been to it with some of my buddies. It was really fun!

That's not just true among blacks. And it's not just among the "new generation." In fact, I think milennials are less hostile toward intelligence than past generations.
